For over a century, Pinnacol Assurance has been the bedrock of Colorado’s workforce. As our homegrown champion, Pinnacol has adapted to protect the workers and businesses that build our state. Today, it is independently ranked among the top 50 property and casualty insurers in the nation for performance — a distinction held by fewer than 2% of carriers nationwide.
According to the U.S. Census Bureau, Colorado now has the highest remote-work rate in the country, according to the U.S. Census Bureau. Our state’s workforce is dispersing across state lines at historic rates, and most employers in Colorado now have team members in multiple states.
Unfortunately, our state laws haven’t kept up. An outdated structure prevents Pinnacol from seamlessly protecting workers across state lines.

Modernizing Pinnacol ensures that workers’ compensation costs remain competitive, service stays high, and all Colorado employers and workers are protected - now and for future generations.
Maintaining Pinnacol’s affiliation with the state and with the Public Employees' Retirement Association (PERA).
Ensuring Pinnacol remains the state's provider of last resort in the manner it has for over a century, so that high-risk, vital industries always have access to predictable, market-leading coverage.
Giving Pinnacol the modern structural and legal capabilities to efficiently write out-of-state coverage, diversity risk, and follow its members across state lines.
Updating the Board to support licensing opportunities in other states and representation from building and construction trades.
Retaining Pinnacol’s member-owned structure, safeguarding its assets to ensure rate stability, and joining the Colorado Guaranty Fund as an added protection for workers and employers.
Evaluating modern, data-driven support and benefits for injured workers, while reducing litigation and maintaining low, stable and predictable costs for employers.
Strengthening long-term state investment in registered apprenticeships, skilled trades training, workforce readiness, and other talent pipelines essential to Colorado’s economic competitiveness and workers’ compensation system.
Colorado businesses and workers need Pinnacol to adapt so it can protect our workforce and keep our local economies competitive.
